Recycle Bin Oddity

I find it rather odd:

There is no "Empty Recycle Bin" feature on my computer, nor is it visible to tell that the recycle bin contains items. Ever since I installed IE8...

And incase you're wondering, the "Delete" option simply removes the icon from my desktop. Also, the empty recycle bin button in the Recycle Bin folder (not visible due to the small window size) doesn't work either.

I really need to format soon, but that requires re-imaging by the school to maintain the school-required software... sigh.
